Howard Kahn is CEO of L.A. Care, the largest public health plan in America. Mr. Kahn's breadth of experience in the public and private health care sectors is something seldom seen in the industry. He has over 25 years of health care experience that includes serving as Vice President at Aetna in Connecticut and Vice President at CIGNA's Global Health division. Howard Kahn is CEO of L.A. Care Health Plan, the nation’s largest public health plan with nearly 800,000 enrolled members. Under Howard’s leadership, L.A. Care is known for developing innovative coalitions and partnerships that support public health, the health care safety net, and health coverage for vulnerable populations.  

Howard has actively led efforts by L.A. Care to reinvest $80 million into improving community health, with a special emphasis on strengthening L.A.’s safety net.  He is a key architect of the Children’s Health Initiative of Greater Los Angeles (CHI), a coalition of 50+ diverse organizations dedicated to providing health coverage for  low-income children in L.A. County who are not eligible for existing government programs.

Howard has over 25 years experience in national and international health care. He was previously Senior VP for Latin America and Global Health at CIGNA International. As a VP at Aetna, he was responsible for the company’s global health business, and for Aetna’s nationwide governmental managed care and managed health operations. He was Founding President and CEO of the $1 billion California Wellness Foundation, dedicated to promoting health and preventing disease in underserved communities, and Founding CEO of the Health Plan of San Mateo, a public, non-profit HMO. He is currently the Chairman of the California Association of Health Plans.

In 2009, Governor Schwarzenegger appointed Howard to the California Mental Health Services Oversight and Accountability (Prop. 63) Commission. He also serves on the boards of the Association for Community Affiliated Plans, The Good Hope Foundation, Insure the Uninsured Project, Latino Coalition for a Healthy California, Local Health Plans of California and the School of Community & Global Health at the Claremont Graduate School.  Howard pursued undergraduate studies at Harvard, received his Bachelor’s degree in Development Studies from UC Berkeley, and his Masters in Public Affairs from the Humphrey Institute at the University of Minnesota.
